Will fema help me?i lost alot of tools in a big flood?

will fema help?ok i live with my mother,me and her was in a flood a few monthes ago!a very bad flood so fema came out and gave her 13000 dollars to help fix the house i never said anything about the damage property i had cause i thought fema only helped put u in a home or fix your home back up?i have quit of bit of masonry tools and a cut off saw in a truck tool box setting on tha ground and it floated off and cant find it anywhere i also had tools as in drills chainsaws and so on in my shop that were destroyed well some a fixed but others i couldnt so i was just wondering is fema would help me replace those.....i really just want my masonry saws and tools replaced cause i havent been ably to replace those yet!i dont have the money and not haveing my saw has cost me alot of work i have pictures of everthing that didnt float off!so anyone think they would help
