Why do the trucks which carry gasolineand other flammable liquids have tires that are electrically conducting?

The friction from the rotation of the tires can build a static charge in a vehicle. Most trucks will attach a ground wire with a clamp to the chis of a truck before starting to pump any fuel. That way the charge has been grounded and there wont be any sparks that could ignite the fumes.
