Marc Bolan's Death question?

Do you think Gloria Jones's brother, Richard, could have been involved in a car race with Gloria (who was driving the mini) the night of that fateful crash in 1977? I've just read on the internet that apparently it was foggy that night and Richard was the one that apparently called the emergency services, however in the doentary's about Marc Bolan these two facts are never mentioned.
