I need help writing a "modest proposal"?

i need to write my own "modest proposal" for solving a problem in our society/ culture/ country. use satire, either Horatian or Juvenalian, to get your point across. the proposal should be set up as jonathon swift's was: logically and methodically. It needs to be 5 paragraphs. can anyone help me write one or give me a topic to talk about and what should i talk about. if you can write one in your own words that will be helpful so i can use it as an example. thanks
