How do you make homemade whipped icing with flour?

I had a recipe for homemade red velvet cake and homemeade whipped icing--DELICIOUS! Ithink the ingredients for the icing were sugar, er, vanilla, and flour--that's all I remember--at the most I'm missing one ingredient--you had to cook the concoction and then refrigerate part of it and then blend it all together and whip it for ten minutes--it just turns into this lovely cream but I don't remember exactly HOW to do it.
