Fallout 3 for PC crashes at new game start up?

According to the dxdiag you posted, your videocard is MUCH much too weak to play Fallout 3. And since you're on a laptop, you can't change the video card - you should just go get a refund on the game. Short of buying a new laptop, there's nothing you can do to make it work.
